KUWAIT CITY, Oct 22: Kuwait’s Public Authority for Civil Aviation (PACA) has issued 66 violations, penalties, and fines against travel offices and an airline for breaching laws and regulations, the authority announced Wednesday.
Abdullah Al-Rajhi, Director of the Air Transport Department and Chairman of PACA’s Complaints and Arbitration Committee, told KUNA that 58 of the violations involved breaches related to social media licensing by travel offices. Additionally, eight travel agencies and one airline were penalized for violating ticketing regulations.

Two individuals were referred to the Public Prosecution for violating Article 12 of Decree Law No. 31 of 1987 by conducting civil aviation business without official approval.
The committee convened its 10th meeting this year to review traveler complaints submitted through the Sahel app, alongside violations uncovered during field inspections and electronic monitoring. Al-Rajhi emphasized that all detected breaches were subject to legal action in line with Kuwait’s civil aviation laws and circulars.
He urged travelers to engage only with PACA-licensed offices, carefully verify travel and hotel booking details, input accurate information, and keep all receipts to safeguard their rights.
Al-Rajhi highlighted PACA’s firm commitment to enforcing regulations strictly to protect travelers, uphold market stability, and preserve the integrity of Kuwait’s air transport sector.
