KUWAIT CITY, Jan 5: The Ministry of Health is continuing to finalize comprehensive electronic linkage procedures for the payment of health insurance fees, in line with the new executive regulations that came into effect on December 23. The move is part of broader efforts to streamline procedures and enhance electronic integration with relevant government authorities, thereby facilitating transactions and improving the quality of services provided to both citizens and expats
Informed sources stated that the upcoming electronic linkage will also cover categories exempt from health insurance fees, most notably the first three domestic workers sponsored by a citizen. This measure is designed to ensure the smooth and effective implementation of relevant decisions without imposing any additional financial burden on citizens.
The sources explained that the electronic system will include a direct verification mechanism confirming exemption status through coordination with the relevant authorities. This will eliminate the need for citizens to submit additional documents or complete extra procedures to prove their eligibility for exemptions.
They also stressed an important clarification: the exemption granted for the first three domestic workers applies only to the KD 10 health insurance fee and does not extend to the residency fee, which remains payable in accordance with existing regulations and also amounts to KD 10. This distinction, the sources noted, is intended to prevent confusion and ensure clarity during the full electronic implementation, under which citizens are exempt solely from the health insurance charge.
According to the sources, the initial rollout of the executive regulations has proceeded smoothly, with any observations or issues being closely monitored and addressed promptly. Among the most notable observations are those related to domestic workers. Work is currently underway to complete the final electronic linkage with the Ministry of Interior, which will allow transactions to be processed entirely online without the need to present proof of exemption for eligible categories.
