Kuwait’s New Health Guide Cracks Down on Unsafe Salon Practices

KUWAIT CITY, Aug 20: The Ministry of Health announced the release of a special edition of the health requirements guide for health facilities, salons, beauty and personal care centers, and similar establishments, entitled “Health Requirements Guide.” The guide begins with the most important terms and definitions specific to health institutes, and goes on to detail the services provided at the center, such as tattoos, henna tattoos, and others. The guide consists of 130 requirements in six main sections:

General Requirements

  • Special Requirements for Health Facilities
  • Special Requirements for Salons, Beauty and Personal Care Centers and the Like for Men’s Activities
  • Special Requirements for Salons, Beauty and Personal Care Centers and the Like for Women’s Activities
  • Special Requirements for Salons and the Like for Children’s Activities
  • Special Requirements for Tanning Equipment.

The site and building requirements of the ministry prohibit the opening of shops in private residential areas, except the shops that were licensed prior to the effective date of the decision issued by the Municipal Council in 2004, such as men’s barbershops. Licenses for these shops cannot be transferred to other locations or from one person to another.

They are revoked in the event of the sale or demolition of the property, or the death of the license holder or property owner, or upon the issuance of a decision by the Municipal Council to revoke the license as a result of a complaint or repeated violations. The commercial license or a copy of the smart license must be kept permanently in the shop and placed in a visible location or as determined by the Kuwait Municipality, and presented to municipal employees in charge of implementing the provisions of Ministerial Resolution No. 435/2022 whenever requested. The price list and licensed services must be placed in a conspicuous location in the reception area, with the use of monitors or smart devices permitted to display the price list and services provided.

The guide also prohibits businesses from conducting business or storing materials outside the boundaries of the facility. It stresses the need to comply with the security and safety regulations of KFF, including that the walls be made of fire-resistant, cleanable, and washable materials. Air conditioning must be installed at a rate of one ton per 12 square meters, according to the requirements and type of activity of the facility, and the external environment of the store should be kept clean at all times.

The guide includes several prohibitions, the most important of which are as follows:

  • Engaging in an activity other than the licensed activity
  • Photographing or recording customers by any means
  • Using the premises for housing and other living needs, such as cooking, etc.
  • Smoking inside the institute or salon, and placing ashtrays
  • Raising or bringing animals, with a signboard indicating this prohibition
  • Using newspapers and magazines for any purpose other than browsing and reading
  • Using devices containing non-ionizing radiation, as detailed in the decisions issued by the ministry, except with the approval of the Radiation Protection Department, and except devices exempt from a license
  • Using chemical and acid peeling procedures
  • Using a multi-use shaving brush for the face
  • Using hair dye to dye eyebrows
  • Using cigarette ash to remove dye from the skin
  • Using permanent tattoo or permanent makeup devices for their own services
  • Using alum to disinfect wounds, unless they are of the type used only once in the form of matchsticks
