KUWAIT CITY, Jan 29: The latest report on the nation’s current development plan revealed an estimated investment of KD 84.608 million aimed at bolstering the capabilities of citizens and institutions. This initiative is the cornerstone of the nine-program development strategy, encompassing 17 projects, two legislative amendments and seven key policy initiatives. The newspaper obtained a copy of the report, indicating that the program’s core mission is to equip individuals with essential knowledge, skills, creativity and innovation. The ultimate goal is the creation of a productive and competitive workforce that delivers positive economic, social and cultural returns, while strengthening social capital.
However, the program faces hurdles, including an unproductive labor market, poor educational outcomes, and a fragmented, unsustainable model for social integration. To overcome these challenges, the plan sets ambitious objectives: cultivating a highly skilled and efficient workforce, establishing a world-class education system, and developing a comprehensive, sustainable social welfare system. Vital legislative changes outlined in the plan include amending the July 1, 2005 salary increase to incorporate the salary subject to supplementary insurance in the private sector and an amendment to the existing Foreigners Law.
Among the 17 most vital projects are the launching of employment centers, empowerment of young entrepreneurs, establishment of a technology business city, and a series of local and international studies designed to measure and rigorously evaluate the educational system. The policies supporting this program are focused on increasing the attractiveness of private sector employment, establishing a smart system for accepting foreign workers that prioritizes highly skilled individuals, and aligning the educational outputs with labor market needs to ensure students are equipped with the required skills.
