KUWAIT CITY, Oct 12: Kuwait National Petroleum Company (KNPC) is on the verge of a major strategic transition, with the announcement of internal transfers and recruitment for the Al-Zour Refinery expected soon. According to informed sources, the move signals the launch of a plan to “Kuwaitize” the workforce by replacing expatriate employees with Kuwaiti nationals at one of the region’s largest oil projects. The management has adopted a carefully planned, phased approach to ensure a smooth transition and avoid disrupting vital operations.

The first phase of the replacement plan will cover three key strategic areas - the Tank Farm, the Sulfur Handling Unit, and the Artificial Island. These areas are considered the refinery’s vital arteries, requiring precise management and professional operation to ensure the safety of the facilities and the surrounding environment. Selecting these sectors for the initial phase reflects the management’s confidence in the ability of Kuwaiti personnel to handle complex technical responsibilities and demanding logistical tasks.

Furthermore, these anticipated measures are expected to help address the career stagnation that has long affected many Kuwaiti professionals at the Al-Zour Refinery, opening up broader prospects for sustainable job opportunities that meet the aspirations of young Kuwaitis eager to demonstrate their capabilities in leading key sectors of the national economy. This major shift is a direct and fruitful response to one of the longest-standing demands of the workforce - replacing foreign contractor personnel, who previously handled many operational and support functions at the refinery, with qualified Kuwaiti professionals.

The decision reflects a strategic shift in human capital management within the oil sector, aimed at localizing knowledge and establishing a strong foundation of national technical expertise capable of independently and safely managing and operating this mega-facility over the long term. The Al-Zour Refinery is one of the largest and most strategic oil projects in the Middle East and the world. It was built to support the national economy and meet growing demand for cleaner energy, both locally and internationally. Its significance extends beyond its massive production capacity and advanced environmental technologies. The refinery also plays a pivotal role in advancing the Kuwaitization policy and expanding national employment, serving as a major hub for developing Kuwaiti technical expertise and creating sustainable career opportunities.
