Kuwaiti Cabinet reviews upgraded master plan for Sulaibikhat Bay
The Council of Ministers holds its weekly meeting, chaired by His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Prime Minister of Kuwait.

KUWAIT CITY, Oct 21: The Kuwaiti Cabinet, in its weekly session held Tuesday evening at Bayan Palace and chaired by His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, reviewed an upgraded master plan for the Sulaibikhat Bay development project, which includes key environmental, residential, and recreational components.

In a statement following the meeting, Deputy Prime Minister and Minister of State for Cabinet Affairs Sherida Abdullah Al-Mu’asherji confirmed that Minister of State for Municipal Affairs and Minister of State for Housing Affairs, Abdullatif Hamed Al-Mishari, presented a visual briefing on the enhanced master plan. The proposal features the creation of nature reserves, a marine reserve, residential and commercial zones, and public recreational facilities. It also includes a vision for developing the Ras Ashirj area and the Ashirj Islands.

At the beginning of the meeting, His Highness the Prime Minister briefed the Cabinet on the outcome of the official visit to Kuwait by Turkish President Recep Tayyip Erdogan earlier that day. His Highness explained that talks between His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and President Erdogan focused on strengthening bilateral ties and expanding cooperation in a range of sectors. The leaders also discussed key developments on regional and international fronts.

His Highness the Prime Minister noted that the visit resulted in the signing of several agreements and memoranda of understanding, including a Maritime Transport Agreement and an MoU between Kuwait’s Ministry of Interior and Turkey’s Ministry of Transport and Infrastructure on mutual recognition of seafarers’ certificates. Other agreements included an MoU on energy cooperation and another between the Kuwait Direct Investment Promotion Authority and Turkey’s Investment and Finance Office for promoting direct investment.

Separately, the Cabinet was briefed by the Minister of Electricity, Water, and Renewable Energy, the  Minister of Finance, and the Acting Minister of State for Economic Affairs and Investment, Dr. Subaih Abdulaziz Al-Mukhaizeem, on the outcomes of his recent visit to the United States from October 14 to 18. During the visit, Minister Al-Mukhaizeem led Kuwait’s delegation to the annual meetings of the World Bank Group and the International Monetary Fund (IMF) for 2025. The delegation included Central Bank Governor Basil Ahmed Al-Haroun, Acting Director General of the Kuwait Fund for Arab Economic Development Waleed Shamlan Al-Bahar, and other officials.

The minister reported that discussions at the meetings centered on global economic trends, poverty alleviation, and development strategies. He also shared insights from a meeting between Arab state governors and World Bank President Ajay Banga, where issues such as post-conflict recovery, digital transformation, and infrastructure development were addressed.

Additionally, Dr. Al-Mukhaizeem briefed the Cabinet on a meeting with IMF Managing Director Kristalina Georgieva, where the latest economic challenges and developments in the Middle East, North Africa, and Pakistan (MENAP) region were discussed. He also spoke about his participation in a high-level event titled “Economic Transformation in Kuwait – Foundations for a New Era,” hosted by the Kuwait Banking Association at George Washington University. The event highlighted the financial sector’s role in supporting Kuwait’s Vision 2035 and strengthening strategic partnerships with the U.S. in technology, renewable energy, and innovative finance.

The Cabinet reviewed and approved a number of items on its agenda, while referring others to relevant ministerial committees for further study and procedural follow-up.

Finally, the Cabinet approved the minutes of the Supreme Committee for the Investigation of Kuwaiti Citizenship. These included cases of loss, withdrawal, and revocation of Kuwaiti nationality in accordance with the provisions of Decree Law No. (15) of 1959 and its subsequent amendments.
