KUWAIT CITY, May 8: The Civil Service Commission (CSC) has approved the allocation of a rare specialization allowance for Kuwaiti and Gulf teachers during the 2024/2025 academic year, in response to a significant shortage in several teaching subjects. The decision is conditional on the existence of a minimum 30% vacancy rate in the subject area, in line with established regulations.
In an official letter sent to the Ministry of Education, the Commission outlined the extent of the staffing shortfall, highlighting critical gaps in specific disciplines. Among them:
- Physics: Only 24 Kuwaiti and 29 Gulf nationals are employed out of a total of 470 teachers, accounting for just 11.28% of the total teaching force in that subject.n
- French Language: There are 51 Kuwaiti teachers out of 293 in total.n
- Mathematics: Non-Kuwaiti teachers dominate the field, making up 95% of the workforce at the secondary level and 84% at the intermediate level.n
- Biology: Kuwaiti and Gulf teachers represent 25%, while non-Kuwaitis constitute 74.4% of the 348 total teachers in this subject.n
The move aims to encourage more Kuwaiti and Gulf nationals to enter and remain in fields experiencing acute teacher shortages by offering financial incentives. The "rare specialization" allowance is designed to acknowledge the scarcity of national talent in these critical academic areas and support the government's efforts to nationalize the education sector.
