Kuwait Warns Companies: Transfer Wages via Banks or Face Suspension

Kuwait City, Sept. 14: The Public Authority for Manpower (PAM) has held a high-level meeting with the Federation of Banks to discuss the development of a comprehensive mechanism for transferring workers’ wages through the “Ashal” platform for companies and its counterpart platform for banks.

The meeting, chaired by Acting Director General Eng. Rabab Al-Osaimi and attended by Director of the Inspection Department Dr. Fahad Al-Murad, sought to reinforce employers’ commitment to timely wage transfers while ensuring maximum accuracy and efficiency.

As part of PAM’s regulatory mandate to safeguard workers’ rights and strengthen labor market stability, the discussions focused on the integrated technical system for submitting employer payroll files to banks in compliance with approved regulations. Representatives from the banking sector presented their observations and highlighted technical challenges, while both sides emphasized the importance of continuous coordination to resolve issues and ensure smooth implementation.

During the session, staff from PAM’s Information Systems Center delivered a detailed visual presentation on the workflow of the wage transfer system. The presentation also showcased recent enhancements introduced to the “Ashal” platform for banks, designed to improve efficiency and compliance monitoring.

Al-Osaimi underscored that the upcoming phase will involve strict enforcement measures, with banks instructed to suspend dealings with employers who fail to comply with electronic wage transfer requirements. She stressed that adopting this system is a cornerstone for protecting workers’ rights and fostering a fair and transparent work environment. Employers were urged to submit salary files exclusively through banks in line with established mechanisms.

For his part, Dr. Al-Murad lauded the strong partnership between PAM and the banking sector, affirming that the Inspection Department will actively monitor establishments’ adherence to wage transfer regulations while offering necessary support to facilitate smooth implementation. He added that the initiative aligns with PAM’s broader strategy to enhance transparency and protect the labor market.

The Authority concluded the meeting by calling for stronger collaboration with banks to guide employers and streamline wage transfer procedures. PAM emphasized that such joint efforts will elevate labor market practices to meet the highest sustainability standards, in line with the objectives of New Kuwait Vision 2035.
