KUWAIT CITY, Oct 6: The Director General of the Public Authority for Agriculture Affairs and Fish Resources (PAAAFR) has issued Resolution No. 1393 of 2026 regarding the disbursement of financial support for fruitful palm trees during the fiscal year 2025/2026.
According to the resolution, support will be provided at a rate of 1.5 Kuwaiti dinars per fruitful palm tree for selected varieties, including Barhi, Ikhlas, Sukkari, Majdool, Umm Al-Dahn, and Nabut Saif, and will be distributed in accordance with specific terms and conditions outlined in the resolution.
Key provisions of the resolution:
Article One outlines the criteria for disbursing palm tree support:
- Land Area Requirement: Support is granted for one fruitful palm tree per 64 square meters of the total utilized agricultural area.
- Transfer of Possession: In case of a change in land use rights, disbursement will be based on a joint declaration signed by both transferor and transferee.
- Inspection Requirement: Support will be disbursed only after official inspection confirms the trees' fruitfulness, as recorded by the relevant agricultural department.
- Tree Health: Eligible palm trees must be disease-free, particularly from the red palm weevil. Trees must be treated before registration in the inventory.
- Geographic Coverage: Support applies to holdings in Wafra, Abdali, and plant-production areas in Sulaibiya.
- Minimum Value Clause: No support will be disbursed for holdings valued below 50 Kuwaiti dinars in total palm tree support.
- Joint Holdings: For holdings with multiple partners, an authorization form must be signed by one partner before disbursement.
Article Two stipulates that rental payments for agricultural plots must be settled, and a valid receipt submitted before the end of the fiscal year, to qualify for support.
Article Three emphasizes that any violations of agricultural laws or regulations will lead to a suspension of support until rectified — also before the fiscal year ends.
Article Four notes that no support will be disbursed unless all outstanding dues to the Authority or government, including fines or court-ordered payments, are fully cleared.
Article Five grants the Authority the right to revise the support categories listed in Article One at any time, based on the availability of funds in the approved budget.
Article Six clarifies that all disbursements must remain within the financial allocations approved in the Authority’s budget for the 2025/2026 fiscal year.
Article Seven states that all relevant authorities are required to implement the resolution, which will be published in the Official Gazette (Kuwait Al-Yawm).
