KUWAIT CITY, Dec 27: The Fatwa and Legislation Department has confirmed the validity of the procedures and decisions taken by the Ministry of Social Affairs regarding the continued disbursement of aid to individuals whose citizenship was recently revoked under Articles 5 and 7 of the Nationality Law.
According to informed sources, this applied to the period before the issuance of Cabinet Resolution No. 913, which preserved certain rights and benefits for those whose citizenship was revoked under the two articles. They explained that the Ministry of Social Affairs had contacted the Fatwa and Legislation Department to seek a legal opinion on the validity of continuing aid payments to dozens of individuals affected under Article 5, which pertains to distinguished service, and Article 7, which covers those who acquired citizenship through them. The inquiry aimed to ensure the soundness of the ministry’s procedures during the period preceding the Cabinet resolution.
The Fatwa and Legislation Department responded by affirming that the ministry could not have initiated the suspension of aid payments without a legal provision authorizing such action before the issuance of the Cabinet decision regulating the matter. It highlighted that the Ministry of Social Affairs’ continued disbursement of aid during that period was correct and in line with Article 16 of the Nationality Law, from the date of the citizenship revocation decrees until the issuance of Cabinet Resolution No. 913. In a related development, the ministry’s Department of Charitable Societies and Foundations has circulated a memo to all registered charitable societies requiring them to submit specific data and statistics on their activities during the current year.
The move comes as part of the ministry’s efforts to complete the institutional performance measurement process. According to sources at the Ministry of Social Affairs, the requested information includes the total value of domestic and international aid, details of projects launched to assist the poor inside Kuwait, the number of poor families that benefited from domestic assistance, the number of unemployed individuals who were provided with jobs inside the country, and the number of participants in domestic volunteer activities organized by the societies.
The sources stated that the required data also includes the number of projects launched for the poor, the number of poor families that received support, and the number of poor individuals who were employed outside of Kuwait. The societies have been asked to complete and submit the required information by Sunday, December 28.
