KUWAIT CITY, Sep 14: Sheikh Fahad Al-Youssef, First Deputy Prime Minister, Minister of Interior, and Chairman of the Board of Directors of the Public Authority for Manpower (PAM), has issued Ministerial Resolution No. 15 of 2025, outlining updated requirements for employers regarding work schedules. The resolution was officially published in the Official Gazette (Kuwait Alyoum).
Article One of the resolution, and in line with the provisions of Law No. 6 of 2010, particularly Articles 46, 65, 66, 67, 68, and 88, employers are required to enter comprehensive data concerning:
- Daily working hours and times
- Proposed rest periods
- Weekly rest days and official holidays
This information must be submitted through the electronic system approved by PAM, and employers are obligated to update the data immediately whenever any changes occur.
Article Two specifies that the information entered into PAM’s electronic system will serve as the official reference for inspectors during workplace inspections. Approval of this data by the Authority will be considered formal validation of the work schedule. Employers are also required to print the approved schedule and display it prominently at the workplace for employees.
Article Three, without affecting the provisions of Article 141 of Law No. 6 of 2010, PAM is authorized to take legal action against employers who fail to comply with the resolution. Measures may include partial or complete suspension of the employer’s file until compliance is ensured.
Article Four confirms that the resolution has been published in the Official Gazette and will come into effect on January 11, 2025. All relevant authorities are instructed to implement the provisions immediately.
The resolution reflects Kuwait’s ongoing efforts to enhance workplace transparency, protect employees’ rights, and ensure compliance with labor regulations.
