KUWAIT CITY/NEW YORK, May 15: Kuwait has presented to the UN Security Council a draft statement on the tragic developments on Palestinian territories, calling for the launching of an independent investigation into the killing of peaceful Palestinian protesters in Gaza Strip.

“The Security Council expresses its outrage and sorrow at the killing of Palestinian civilians exercising their right to peaceful protest,” reads the draft statement submitted by Kuwait Mission to the UNSC Monday, a copy of which was obtained by KUNA.

It added that the Security Council expresses its grave concern regarding recent developments in the Palestinian territory occupied by Israel since 1967, including East Jerusalem, particularly in the context of the peaceful protests in the Gaza Strip and the tragic loss of civilian lives. “The Security Council calls for an independent and transparent investigation into these actions to ensure accountability and further calls for respect for international humanitarian law and international human rights law, including in regard to the protection of civilians and the prohibition on unlawful use of force, willful killing and willfully causing great suffering or serious injury to body or health,” it stated.

In its statement, Kuwait urged the Security Council to call upon Member States to intensify efforts to end the blockade of Gaza in line with UNSC Resolution 1860 (2009). “The Security Council calls for the provision of immediate humanitarian assistance to the Palestinian civilian population in Gaza to meet urgent needs and alleviate the dire humanitarian crisis there,” added the statement. Kuwait also proposed that: “The Security Council calls upon all sides to exercise restraint with a view to averting further escalation and establishing calm.”

The statement called on all States not to undertake any steps that further aggravate the situation, including any unilateral and unlawful measures undermining the prospects of peace. The draft statement reiterated the Security Council emphasis that that any decisions and actions which purport to have altered the character, status or demographic composition of the Holy City of Jerusalem have no legal effect, are null and void and must be rescinded in compliance with relevant resolutions of the Security Council.

The Security Council demands that all States comply with Security Council Resolutions regarding the Holy City of Jerusalem, including 478 (1980) and 2334 (2016), and not recognize any actions or measures contrary to those resolutions.

“The Security Council stresses the importance of a just, lasting and comprehensive peace in the Middle East, a twostate solution on the basis of the relevant United Nations resolutions, the Madrid terms of reference, including the principle of land for peace, the Arab Peace Initiative and the Quartet roadmap, for international peace and security,” concluded the statement.
