KUWAIT CITY, Aug 13: The Kuwait Authority for Partnership Projects (KAPP) on Wednesday referred the tender for conducting consultancy studies for re-tendering projects located on state-owned real estate properties, at a cost of KD2,150,540, to the State Audit Bureau (SAB) for review and audit. KAPP referred the same tender to SAB on July 28, but SAB returned the tender documents on Aug 6. KAPP is now waiting for the approval of the bureau to proceed with the contractual terms. The tender aims to provide consultancy services, including the feasibility studies and tender documents, for 23 projects located on state-owned real estate, in accordance with Public-Private Partnership Law No. 116/2014 and Public Tenders Law No. 49/2016 and their executive regulations. Earlier, KAPP announced that the projects slated for re-tendering include the Fahaheel Waterfront Development Project (Al-Kout), the fifth phase of the Waterfront Project (Marina Mall), two construction waste treatment plants, and the International Market (United Market),
Al-Maseel Market (Grand Market), Al-Watiya Market, Kuwait Beach 11 (Kuwait Magic), Al-Farwaniya Slaughterhouse (National Market), International Golf Club, Al-Safat Market, Al-Manakh Market, International Building Real Estate, Jleeb Al- Shuyoukh Meat, Vegetable and Fish Market, Al-Jahra Slaughterhouse, Al-Mubarakiya Market, Al-Ahmadi Slaughterhouse, Al-Jahra Meat and Vegetable Market, Al-Khaima Mall, and Central Fruit and Vegetable Market in Al-Sulaibiya. It indicated that the winning consultancy firm’s responsibilities include conducting feasibility studies (technical, economic, environmental and legal), preparing tender documents, evaluating bids for each project, and overseeing the technical, financial, legal and environmental aspects until financial closure for each project in accordance with Law No. 116/2014 and its executive regulations. The main objectives are to raise the operational efficiency of the aforementioned projects, and to activate the role of the private sector in the management, operation, maintenance and development of these projects.
