Kuwait reaffirms role of capacity-building in advancing human rights

GENEVA, Oct 4: The State of Kuwait on Friday reaffirmed its strong commitment to promoting technical cooperation and capacity building in human rights, saying they are essential tools for helping countries meet their international obligations and boosting developing nations’ ability to contribute to justice and sustainable development amid current global challenges.

In remarks before the United Nations Human Rights Council in Geneva, Rahaf Khuraibet, Diplomatic Attaché at Kuwait’s Permanent Mission, urged that technical assistance remains professional and shielded from politicization and selectivity. Her statement came during a debate on the UN High Commissioner for Human Rights’ report on technical assistance and capacity-building, under Agenda Item 10 of the Council’s 60th session.

Khuraibet noted that Kuwait has made progress in integrating human rights into national policies and strengthening institutional capacities. However, she emphasized that funding gaps threaten the sustainability of such programs.

Reiterating Kuwait’s dedication, she said the country will continue constructive engagement with international partners to ensure technical cooperation programs deliver concrete and lasting results.

During the same session, Ambassador Nasser Al‑Hayyen, Kuwait’s Permanent Representative to the UN in Geneva and Chairman of the GCC Ambassadors’ Council, spoke on behalf of the Gulf Cooperation Council member states, welcoming UN efforts to embed human rights into national laws and policies, promote the Sustainable Development Goals, and help nations establish human rights institutions.

Al‑Hayyen praised the 13th report of Yemen’s Independent National Commission to Investigate Human Rights Violations and urged ongoing international support for its work. He also highlighted efforts by Saudi Arabia and Oman to revive Yemen’s political process and called for humanitarian and development aid for the Yemeni people ahead of a Food Security Conference scheduled for October 27–28 at the GCC General Secretariat.

He further commended Libya and Somalia for making positive strides in human rights, stressing that continued technical support and capacity building are essential for these nations to honour their human rights commitments.
