KUWAIT CITY, Mar 24: The Directorate General of Civil Aviation has directed all airlines and travel agencies in Kuwait to issue full refunds for cancelled or unused bookings within a maximum of 15 working days, following the suspension of commercial flights at Kuwait International Airport since February 28.
In a statement to the Kuwait News Agency, Civil Aviation spokesperson Abdullah Al-Rajhi said the directive aims to safeguard passenger rights amid the ongoing exceptional circumstances that led to widespread travel disruptions.
Under the circular, travelers are entitled to a full refund if their ticket was not used. If part of the journey was completed, airlines must refund the unused portion in full—even for tickets originally classified as non-refundable. Passengers cannot be forced to accept travel vouchers, reschedule flights, or convert their tickets into credit without their consent.
The directive also extends to unused hotel bookings and other tourism-related services, including car rentals, extra baggage, and travel insurance. Travel agencies are required to coordinate with service providers to secure refunds or provide proof if reimbursement is not possible.
Refunds must be processed using the original payment method unless an alternative arrangement is agreed upon with the traveler. Service fees disclosed at the time of booking may be deducted where applicable.
Al-Rajhi emphasized that the order covers all bookings cancelled or unused from February 28 until the official reopening of the airport, regardless of when the refund request is submitted.
He urged all airlines and travel offices to cooperate fully to expedite claims within the specified timeframe, warning that failure to comply could result in legal action, including referral to the competent complaints and arbitration committee under Kuwait’s air transport regulations.
