KUWAIT CITY, Dec 27: The Fatwa and Legislation Department has given the green light for the Kuwait Municipality to collect fees for car shades, reports Al-Anba daily. This came at the request of the Municipality which said it has the right to impose fees after the issuance of a decision by the Municipal Council last May approving the list of awnings, which includes collecting a fee of half a dinar for every meter for erecting awnings, which is collected once in private housing areas, government agencies, private agencies, and public areas, investment, industrial and agricultural housing, and a 5 dinars fee per square meter annually outside the boundaries of the property for commercial use. 

The “Fatwa” opinion also clarified the prohibition contained in Law 79/1995 that it is not permissible to increase fees except by a law that does not apply to new fees that are imposed for the first time, according to which the municipal council may, by Municipal Law 33/2016, impose fees according to the regulations regulating car parking shades as an amendment for previous fees.
