Kuwait Municipality enforces new rules for billboard lighting
Kuwait Municipality works to implement the Ministry of Interior regulations on public and highway billboard lighting.

KUWAIT CITY, Jan 24:  Kuwait Municipality confirmed on Wednesday that it is working to ensure all companies and advertising entities comply with the Ministry of Interior’s regulations on lighting billboards along highways and in public areas.

The Director General of the Municipality, Eng. Manal Al-Asfour, said the Ministry of Interior has specified lighting power and brightness standards for electronic advertisements. According to her, the maximum brightness level must not exceed 0.3 candles per foot of ambient light. Companies and institutions wishing to participate in upcoming advertising tenders across the six governorates and highways will be required to adhere to this ratio and provide lighting intensity measuring devices during preliminary meetings.

Al-Asfour explained that advertising regulations require billboards and electronic ads to avoid harming passersby or neighbors. Rooftop advertisements must not endanger residents or cause disturbances, while facade advertisements must be self-illuminating, fixed, and limited to the dimensions of the property. Projections for ground-floor shops in industrial, craft, or investment residential areas are allowed only if they do not obstruct neighbors’ views and leave at least a two-meter pedestrian walkway.

She noted that billboards are limited to companies qualified by the municipality and must follow strict guidelines, including avoiding dazzling lighting that could affect drivers’ safety, refraining from illegal or misleading content, and ensuring the billboard design does not resemble traffic signs.

Al-Asfour added that the Ministry of Health is involved in licensing the content of electronic advertisements and that advertisements from ministries, government agencies, and public benefit associations are limited to educational content only.

The municipality emphasized that these measures aim to implement laws and regulations related to advertising and public safety.
