KUWAIT CITY, Oct 22 : The Kuwait's Directorate General for Civil Aviation (DGCA) has clarified that not all fees listed in its Circular No. 58/2026, issued on October 19, 2026, concerning the inclusion of Kuwait International Airport fee codes on airline tickets, are new charges.

PACA official spokesperson Abdullah Al-Rajhi said some of the fees had already been in effect for some time, while others had been introduced more recently.

He explained that the circular aims to standardize how airport fees are disclosed and ensure that each charge and its value are clearly itemized on airline tickets, allowing passengers to understand the different components of the total cost when making a booking.

Al-Rajhi said the measure forms part of DGCA’s efforts to protect passengers’ rights and promote transparency in dealings between travelers, airlines and travel and tourism agencies.

The detailed breakdown will also allow passengers to refer to the charges when necessary, including when cancelling a booking or requesting a ticket refund, subject to the applicable ticket terms and conditions and relevant regulations.

He stressed that all airlines and travel and tourism agencies operating in Kuwait must comply with the circular by displaying the relevant fee codes and amounts clearly and separately on tickets.

The requirement is intended to reduce confusion and ensure passengers receive clear and accurate information about the charges associated with their travel.

Al-Rajhi reaffirmed that DGCA would continue to carry out its regulatory and supervisory responsibilities to ensure transparent travel procedures, safeguard passengers’ rights and strengthen compliance with regulations governing Kuwait’s air transport sector.
