KUWAIT CITY, Oct 15 : The Ministry of Communications has issued Administrative Circular No. 15 of 2026, establishing rules and standards governing the official dress code and general appearance of its employees to strengthen workplace discipline, promote a professional image and improve the working environment.
The ministry said the circular was issued in line with its responsibility to regulate the workplace and reinforce compliance with professional conduct standards, the Civil Service Law and regulations, and the Code of Conduct for employees of government agencies.
It stressed that employees’ appearance is an important element in reflecting the image and professionalism of government institutions, particularly in departments that provide services and deal directly with the public.
The circular sets out approved dress standards for male and female employees, taking into account the nature of their duties and the customs and traditions of Kuwaiti society. Employees are required to wear appropriate formal clothing suited to their workplace and professional responsibilities.
Special consideration has also been given to occupational health and safety requirements for employees working in technical, field and operational positions.
The ministry said the circular prohibits several forms of inappropriate attire at work, including informal clothing unsuitable for the employee’s duties, sportswear and clothing bearing inappropriate slogans, drawings or symbols that conflict with the requirements of public service.
Employees are also required to maintain a professional appearance throughout official working hours and when representing the ministry at meetings and official events.
The ministry emphasised that compliance with the circular forms part of employees’ official duties. Violations will be subject to the prescribed administrative measures under the laws and regulations governing civil service employment.
Compliance with the dress code and general appearance standards will also be included among the criteria considered in employees’ annual performance evaluations.
Under the circular, heads of sectors, departments and organisational units are responsible for monitoring employees’ compliance with the approved standards and taking the necessary action in cases of violations.
The relevant authorities will also be responsible for determining the personal protective equipment required for employees working in technical and field positions, in accordance with the nature of their duties and workplace safety requirements.
