KUWAIT CITY, May 9: His Excellency Nasser Al-Sumait has announced a sweeping reform plan for Kuwait’s General Department of Experts, including the full Kuwaitization of the department and the termination of non-Kuwaiti staff in several specialist roles.
In a statement issued by the Ministry of Justice, Al-Sumait said the department will be fully Kuwaitized effective August 1, 2026, with the services of all non-Kuwaiti employees working in engineering, accounting, and legal research expert positions to be terminated as part of the restructuring plan.
The minister also announced the activation of a fingerprint attendance system beginning June 1 as part of wider efforts to strengthen administrative discipline and oversight within the department.
As part of measures aimed at improving communication and transparency, weekly open days will also be introduced to allow individuals and lawyers to directly present observations, complaints, and suggestions to officials.
Al-Sumait said the next phase of reforms will focus on the digital development of the department’s services, alongside a new mechanism for redistributing cases among experts in a “fairer and more efficient” manner.
The reform package will additionally include the periodic rotation of experts, a step the ministry says is intended to reinforce transparency, prevent conflicts of interest, and improve overall performance standards within the department.
