KUWAIT CITY, March 18: The Ministry of Commerce and Industry, Kuwait has issued Ministerial Resolution No. (29) of 2026 introducing strict regulations on the sale, distribution, and marketing of energy drinks in the country.
Under the new rules, energy drinks — defined as beverages containing high caffeine levels of at least 80 mg per 250 ml along with stimulants such as taurine and guarana — are now prohibited from being sold to individuals under 18 years of age. The resolution also bans products that exceed approved caffeine limits or violate health standards set by the Public Authority for Food and Nutrition, Kuwait.
The ministry stated that consumers should not exceed two cans per day, while manufacturers and suppliers are required to display clear health warnings on packaging. Sales will be restricted to cooperative societies and designated outlets under strict supervision, ensuring compliance with age and quantity limits.
The decision further bans the sale or distribution of energy drinks in a wide range of locations, including government entities, sports clubs, educational institutions, restaurants, cafes, grocery stores, and delivery platforms.
In addition, all forms of advertising, promotion, and sponsorship of energy drinks — whether through traditional media, digital platforms, or events — have been prohibited.
The ministry warned that violations could result in penalties ranging from warnings to temporary closure of businesses and license revocation in cases of repeated offenses, as part of efforts to safeguard public health and regulate consumption.
