KUWAIT CITY, Jan. 11: Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Al-Mutairi issued two ministerial decrees amending regulations governing advertising on television and radio, including pricing rules and advertising methods for premium programs and special events.
The first decree, No. 2 of 2026, updates provisions of Ministerial Decision No. 992 of 2022 regulating television advertisements. The amendments redefine the “competent sector” in Article 1 as the Assistant Undersecretary for the Radio and Television Sector at the Ministry.
The decree also revises Article 3, outlining responsibilities of the relevant department, including marketing advertising space via software, organizing price offers and packages, proposing price lists and methods for premium programs and special occasions such as Ramadan, national celebrations, or sports tournaments, examining and monitoring advertisements to ensure compliance with technical and literary standards, and coordinating with the financial affairs unit to manage contracts and collections.
A new clause in Appendix 2 adds a 25% surcharge to advertising rates for broadcasts during live programming on Kuwait Television channels via the digital platform 51. Article 3 further stipulates that the head of the Support Services Affairs Sector, or an authorized representative, shall sign advertising contracts managed by the financial affairs unit.
The second decree of 2026 amends provisions of Ministerial Resolution No. 993 of 2022 governing radio advertisements. It similarly redefines the competent sector as the Assistant Undersecretary for the Radio and Television Sector and mirrors Article 3 from the television decree, detailing marketing, pricing, monitoring, and contract management responsibilities.
The radio decree also adds a 25% surcharge in Appendix 2 for advertisements broadcast during live programming on Kuwait radio stations via the digital platform 51.
The amendments aim to streamline advertising operations, ensure compliance with technical and literary standards, and regulate pricing for premium and special event broadcasts.
