Article 1 of the resolution states that patients arriving in the country may bring in narcotic drugs listed in Table 1 of Group 1 of Decree-Law No. 159/2025 in quantities sufficient for their treatment for a period not exceeding 15 days. They may also bring in psychotropic substances listed in Tables 2, 3, and 4 of Group 2 of the same law in quantities necessary for their treatment for a period not exceeding one month. The resolution requires that medical reports or prescriptions be submitted upon arrival at the General Administration of Customs. These reports or prescriptions must be certified in writing or electronically by the relevant Kuwaiti authorities abroad before arrival in Kuwait. If the medical reports or prescriptions are not certified, the General Administration of Customs will not release the substances until certification is obtained.
According to Article 2 of the resolution, narcotic drugs or psychotropic substances for patients arriving from abroad will be released immediately if the medical reports or prescriptions are certified by the health office abroad or by the Embassy of the State of Kuwait in the country where the report or prescription was issued.
Article 3 stipulates that if the medical reports or prescriptions are not certified, the General Administration of Customs will not release the substances until they are certified by a physician at the airport clinic within 24 hours and verified to match the quantities specified in Article 1 of the resolution.
According to Article 4, all quantities confiscated by the General Administration of Customs will be sent to the Pharmaceutical Inspection and Licensing Department at the Ministry of Health, along with a detailed report to be submitted to the relevant department.
Article 5 clarifies that the provisions of this resolution do not apply to individuals possessing narcotic drugs or psychotropic substances with a prescription issued by a physician licensed to practice medicine in Kuwait. This prescription must be presented to the designated official at the port of entry or departure for verification against the stated products and their quantities.
Article 6 stipulates that this resolution shall be communicated to all relevant parties for implementation and shall come into effect on December 15, 2025. Any decision or provision that contradicts its provisions shall be repealed. This resolution shall be published in the official gazette “Kuwait al-Youm”.
