Kuwait Health Ministry Introduces New On-Call Work and Payment Rules

KUWAIT CITY, Dec 3: Minister of Health Dr. Ahmad Al-Awadhi issued a ministerial decree for amending some provisions on job descriptions, allowances, and bonuses for employees in the Ministry of Health’s pharmaceutical and paramedical services sectors. The aim is to enhance governance, optimize assignments, and maximize operational efficiency. The decree sets a minimum of 30 and a maximum of 48 on-call hours per month.

Employees will be compensated for on-call hours worked, but not if they take any leave, including annual or sick leave. It prohibits combining on-call allowances with overtime or shift compensation, ensuring strict regulation of working hours and payments. Work centers must prepare and approve monthly on-call schedules in line with regulatory requirements and the administrative hierarchy.

These schedules must be submitted through the “Enjaaz” system, with an official copy maintained in the designated register.
