Panel nod to facilities for handicapped – Committee may designate Alzheimer’s as mental disability

KUWAIT CITY, June 30: The parliamentary Foreign Affairs Committee finalized its report on loans granted by Kuwait Fund for Arab Economic Development and the extent of its compliance with the foreign policy of Kuwait. Committee Chairman MP Abdulkareem Al-Kandari stated that the report was approved unanimously and it has been submitted to the National Assembly for deliberations.

He revealed the report addresses the methods of granting loans and financial aid to other countries, interest rates, fund’s contributions inside the country and contracting companies which execute its projects. In its report, the committee presented several recommendations including the need to regulate loans, financial aid and refinancing; obligate the State Audit Bureau to audit the fund’s financial transactions, as well as evaluate refinancing procedures and contracting companies.

Al-Kandari explained the Financial Affairs Committee is in charge of the financial details, indicating his committee focused only on policies and management of funds to ensure that public money is not squandered. He pointed out the fund is one of the financial reserves of the country, so it is not excluded from supervision just because it paid its capital to the country. Furthermore, the parliamentary Handicapped Affairs Committee approved several proposals such as the allocation of KD 10,000 for every disabled individual regardless of the number of people with disabilities in one family. Committee Chairman MP Mubarak Al-Hajraf told reporters after the committee meeting Sunday that they also approved the proposal to appoint translators and sign language experts in all governmental bodies, especially in universities and courts; in addition to the establishment of a branch of the Public Authority for Handicapped Affairs (PAHA) in every governorate. Other proposals approved during the meeting include the provision of appropriate amusement facilities in public parks and other entertainment places; construction of sports clubs for the disabled in Sabah Al-Ahmad, Jahra and Farwaniya; and granting freedom to choose the suppliers of necessary equipment.

The MP added the committee also approved the proposal to link the systems of PAHA and the Civil Service Commission (CSC) to ease employment procedures. On the other hand, the committee will decide on the proposal to categorize Alzheimer’s disease as a mental disability and to increase the financial allocation for parents or guardians of people with disabilities to KD 150 once the authority finalizes its research in this regard.
