KUWAIT CITY, Sept 9: The Public Authority for Manpower (PAM) has reported the enforcement of Ministerial Decision No. 3 of 2026 banning work at exposed sites during peak daytime hours, as part of measures to protect workers from extreme heat.
Under the decision, work at exposed sites is prohibited from 11:00 a.m. to 4:00 p.m. during the period from June 1 to August 31, 2026.
According to PAM’s enforcement statistics covering the ban period, inspection teams conducted 617 inspection visits across Kuwait’s governorates and identified 155 companies violating the midday work ban for the first time.
The authority said 155 companies remained in violation during re-inspections, while 415 workers were recorded at sites where violations were detected.
PAM also received 37 reports concerning violations of the decision. A total of six exemption requests were submitted, with six exemptions approved, while no violations were recorded during reinspections in the relevant cases.
The midday work ban is intended to reduce workers’ exposure to extreme heat and safeguard occupational health and safety during the hottest hours of the day.
