Others regard it as a practical application of the principle of “putting the right man in the right place.” Former Housing Affairs Minister Yahya Al-Sumait congratulated the three ruling family members for their appointment in the Amiri Diwan and the Diwan of His Highness the Crown Prince, as it reflects the new reform approach of Kuwait, especially since their appointment is tantamount to “putting the right man in the right place.” He explained that anyone who follows the biography of Sheikh Hamad Al-Jaber Al-Ali will find that he is a seasoned politician, as he held the positions of Deputy Prime Minister, Minister of Defense and Minister of Information, in addition to his work as Ambassador of Kuwait to the most important country in the region — the Kingdom of Saudi Arabia. “His assumption of the new position is a shining sign for the country, confirming that Kuwait prioritizes those with competence and experience,” he added.
He pointed out that the selection of Sheikh Thamer Al-Jaber is a confirmation that the State is injecting new blood into leadership positions, particularly since he has worked in various positions and has vast experience in military security, having held several positions in this sector. He said the appointment of Sheikh Abdulaziz Al-Mishaal as Undersecretary of the Amiri Diwan demonstrates the wisdom and shrewdness of the political leadership that gives young people the opportunity to gain political experience in sensitive and important positions. “When the right man is placed in the right position, nations advance,” he stressed. Meanwhile, Sheikh Mohammad bin Rashid bin Shaaban, leader of Al- Hawajer tribe, stated that the abovementioned appointments affirm the keenness of the top political leadership, represented by His Highness the Amir Sheikh Meshal Al-Ahmad, His Highness the Crown Prince Sheikh Sabah Al-Khaled and His Highness the Prime Minister Sheikh Ahmad Al- Abdullah, to choose the best, with a keen eye, experience, and known for their humility in dealing with everyone.
He stressed at the same time that he is fully aware that the three sheikhs will be a good example in assuming positions and will support the country in all forums, whether inside or outside the Amiri Diwan. He hopes that the current approach of the State in appointing competent people in major leadership positions, whether from within the family or outside, will continue, especially since Kuwait has high professional expertise in all fields. Director General of the Gulf Information and Documentation Center Dr. Ibrahim Al-Shukri affirmed that the Kuwaiti people felt completely relieved by the appointment of officials with political weight in the Amiri Diwan, pointing out that the appointment of Sheikh Hamad Jaber Al-Ali Al-Sabah as Minister of Amiri Diwan Affairs came at the right time given his ministerial experience, as he held more than one ministerial position and proved to be a politically seasoned man. He added that the appointment of Sheikh Thamer Al- Jaber as Head of the Diwan of His Highness the Crown Prince proves that Kuwait is experiencing a new era of reform through the appointment of competent individuals. On the appointment of Sheikh Abdulaziz Mishal Mubarak Al-Ahmad Al-Sabah as Undersecretary of the Amiri Diwan, he asserted that this falls within the category of reforms that the country is following in accordance with the Holy Quran verse: “The best one you can hire is the strong and trustworthy.”
He wished the three sheikhs success and that they would be a new addition to the reform process. He continued saying that the appointment of the three sheikhs is in line with the principle “the right man in the right place,” explaining that this principle is one of the foundations that lead to the success of institutions and the achievement of their objectives as required. He pointed out that the State benefits from empowering those with experience and leadership in sensitive positions, which contributes to achieving efficiency. He explained that the selection of the final team to assume these positions is a wise and sound step, as they all possess values, morals, and nobility, in addition to their extreme humility and adherence to the customs, traditions, and norms prevailing in society.
He stressed the need for the State to continue appointing competent people, as it suffered in recent years from appointments based on nepotism, especially since the reform of the country happens when leadership positions are given to the qualified. He added that the three sheikhs who recently assumed high-ranking positions are a testament to their experience and qualifications, because they served the country in more than one position and proved through such positions that they are trustworthy.
Based on this, he believes His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah is the best to apply the Holy Quran verse: “Indeed, the best one you can hire is the strong and the trustworthy,” taking into consideration that Islam emphasises the need for scrutiny in choosing the most qualified to assume leadership positions. He thinks the era of appointments based on favouritism, cronyism, and other negative factors is over, as Kuwait is currently living in a new reform era that includes all areas of life. He added that the negative choices in the past are behind the decline in the economic and developmental aspects of the country, despite the fact that it was previously called the ‘Pearl of the Gulf’.
Brief biography of Sheikh Hamad Jaber Al-Ali:
- He holds a Bachelor’s degree in Political Science from Kuwait University in 1989.
- He served as Deputy Prime Minister and Minister of Defense in the government formed by Sheikh Sabah Khaled Al-Hamad Al-Sabah in December 2020, and also in the government formed in March 2021.
- He served as Minister of Information from November 2011 to February 2012.
- He served as Kuwait’s Ambassador to Saudi Arabia from February 2007 to November 2011
- From 1998 to 2001, he served as Assistant Undersecretary for External Supplies at the Ministry of Defense and Head of the Office of the Deputy Prime Minister and Minister of Defense.
- He worked at the Kuwaiti Embassy in Italy from 1993 to 1997.
- From 1989 to 1991, he worked as a political researcher in the Office of the Minister of Interior.
