KUWAIT CITY, March 11: The Public Authority for Manpower (PAM) issued a circular to all labor departments not to renew the residency permits of expatriate engineers unless they obtain a no-objection certificate from Kuwait Engineers Society (KES), reports Al-Anba daily quoting sources.
