Kuwait Cancels Unified Compulsory Vehicle Insurance System

KUWAIT CITY, Oct 21: The Chairman of the Supreme Committee for Insurance Regulation, Muhammad Al-Otaibi, has issued a decision to cancel Resolution No. (70) of 2023, which introduced the system for unifying the insurance policy for civil liability arising from traffic accidents — commonly known as compulsory vehicle insurance — along with all its subsequent amendments.

According to Article One of the new decision, this move comes in implementation of the court ruling issued in Appeal No. (448) of 2025. The ruling stipulates that work on the “Electronic Insurance” system shall be temporarily suspended until the competent authority issues a final decision concerning the rules, conditions, and tariff structure of the civil liability insurance policy for traffic accidents.

Article Two of the decision further states that Resolution No. (9) of 2020, which governs the issuance of civil liability insurance policies related to traffic accidents (compulsory vehicle insurance), shall remain in force. It also annuls Resolution No. (7) of 2024, which had previously updated the approved list of insurance companies authorized to issue such policies.
