Kuwait bans tattoo devices, razor reuse, and tanning for minors

KUWAIT CITY, Aug 17: To protect public health and curb the spread of infections, the Ministry of Health, in cooperation with the Ministry of Commerce and Industry, has approved a comprehensive health requirements guide for health institutes, fitness centers, salons, and beauty and personal care facilities for men, women, and children.

Health Minister Dr. Ahmed Al-Awadhi confirmed the approval of the guide, which outlines more than 130 directives aimed at preventing infections, protecting the environment, and ensuring radiation safety. He noted that the new measures reflect the state’s commitment to raising health standards and ensuring a safe environment in line with international best practices.

Among the key provisions are a ban on reusing razor blades or sharp tools for more than one customer, a prohibition on the use of permanent tattoo devices in salons, and restrictions on hair dyeing for children and tanning services for individuals under 18. Workers are also required to remove accessories and jewelry while providing services and are prohibited from working if they are suffering from skin or infectious diseases.

The Ministry described the guide as a qualitative step forward in improving the quality of services in this sector and safeguarding public health. It also announced the formation of a joint committee with the Ministry of Commerce and Industry to oversee compliance and health supervision of facilities.

Additional requirements include compulsory CPR and lifesaving training for instructors, the presence of a certified lifeguard at all times, and mandatory health fitness certificates for all workers before employment. The regulations also establish strict safety standards for swimming pools, saunas, hot tubs, and steam rooms, including limits on chlorine levels.

Furthermore, the guide mandates the exclusive use of licensed cosmetic products of verified origin and enforces rigorous cleanliness and sterilization procedures for all tools and equipment.
