Kuwait Aviation Authority enforces ‘stricter’ aircraft incident protocols

KUWAIT CITY, Jan 8: The Public Authority for Civil Aviation (PACA) issued a circular to all affiliated sectors and entities operating at Kuwait International Airport, mandating that any accident or incident be reported to the Aircraft Accidents and Incidents Investigation Office (AICIO), which operates under the authority of the Director General of PACA. According to the circular, AICIO is the official authority responsible for managing and controlling the scene of any accident or incident. It is prohibited to move, remove, or tamper with any part of an accident or incident site without prior official authorization from the AICIO’s designated investigator.

This includes the aircraft, its components, and any related equipment, documents, or evidence. Once the investigator presents official identification, all relevant documents must be provided promptly to facilitate the AICIO’s investigation procedures. This is necessary to preserve the integrity of evidence and streamline the investigation process, allowing the investigator to carry out their duties in accordance with applicable rules and regulations.

The circular clarified that these procedures are based on both the administrative decision establishing the organizational structure of the Office for Investigation of Aircraft Accidents and Incidents and the provisions of Annex 13 of the International Civil Aviation Organization on the investigation of aircraft accidents and incidents.
