Kuwait Approves Expat Officer Appointments in Fire Force

KUWAIT CITY, Aug 30: The First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al- Yousef, issued Ministerial Decree No. 7/2026 concerning the regulations and provisions governing the appointment of non-Kuwaiti firefighting non-commissioned officers to the Kuwait Fire Force (KFF).

The decree was published in Sunday’s edition of the official gazette “Kuwait Al- Youm.” The decree stipulates the following:

Article 1: Non-Kuwaiti non-commissioned officers whose Kuwaiti citizenship has been revoked by decree, in accordance with Clause 4 of Article 13 of Amiri Decree No. 15/1959 concerning the Kuwaiti Nationality Law and its amendments, may be accepted for appointment to the KFF. The appointment of KFF personnel shall be based on contracts concluded with them after they have fulfilled the required security conditions and procedures. The KFF Chief shall issue a decision approving their appointment. Training courses and professional qualifications previously obtained from KFF’s Education and Training Institute shall be taken into consideration for evaluation and job placement purposes, in accordance with the regulations established by the KFF Chief.

Article 2: The appointment of the categories specified in Article 1 of this decision shall be carried out in accordance with the provisions of Law No. 13/2020 referred to above, the relevant regulations, and the terms of the contract attached to this decision.

Article 3: Those accepted for appointment shall undertake to work for KFF for a period of five years, renewable thereafter, or for such period as KFF deems appropriate.

Article 4: Appointees covered by the provisions of this decision shall be subject to all applicable laws, regulations, decisions, orders, and instructions of KFF throughout their service. They shall be required to perform the duties specified in their appointment contracts and may be transferred or assigned to other duties by order of KFF Chief or his designee. Article 5: The provisions of Law No. 13/2020, together with its implementing regulations and decisions, shall apply to the candidates. Article 6: The KFF Chief shall implement this decision.
