Kuwait and India audit officials discuss oversight in the education sector
Delegates from Kuwait’s SAB and India’s OAGI convene in Kuwait City for a four-day seminar on auditing in higher education.

KUWAIT CITY, Oct 6: The State Audit Bureau (SAB) of Kuwait and the Office of the Auditor General of India (OAGI) convened on Monday for a four-day seminar focused on auditing in the higher education sector. The event is part of the third phase of a memorandum of understanding (MoU) between the two audit bodies aimed at exchanging expertise and enhancing oversight capabilities.

According to a SAB press statement, the seminar underscores the critical importance of auditing higher education to ensure the effective use of public funds. The SAB is set to present a working paper detailing its audit mechanisms, including inspection planning, budget analysis of the Ministry of Higher Education, and organizational structure assessment.

The paper will also cover the ministry’s role in overseeing internal and external scholarships, along with the function of external cultural offices responsible for monitoring state scholarship students abroad. Several practical auditing cases in higher education will be discussed.

Abdulrahman Al-Mutawa, senior auditor at the Social and Service Affairs Control Department of SAB, explained that the presentation will examine the ministry’s adherence to the annual foreign missions plan and its alignment with labor market needs. It will also review how cultural offices operate efficiently, analyzing expenses and systems both inside and outside Kuwait.

Further, the paper addresses policies regulating diplomats and local employees in cultural offices, as well as contracts related to insurance coverage for students and employees.

As part of the seminar, a field visit to the Ministry of Higher Education will be arranged, allowing participants to engage directly with ministry specialists and observe key ministry functions.

The seminar reflects SAB’s commitment to strengthening professional collaboration and advancing auditing practices in vital sectors like higher education.
