Kuwait and France hold training program on taxation and public freedoms

KUWAIT CITY, Jan 12: The Legal Advice and Legislation Department on Sunday launched a specialized training program in cooperation with the French State Council, focusing on double taxation, taxation powers, and the protection of public freedoms.

The program is held under an existing cooperation protocol between the State of Kuwait and the French Republic and aims to enhance professional legal expertise and promote the exchange of comparative legal knowledge.

In a statement to KUNA, Undersecretary of the Legal Advice and Legislation Department for Financial and Administrative Affairs, Adviser Haitham Al-Ruwaished, said the initiative reflects the department’s commitment to developing the skills of its members and providing them, along with other specialists, access to the latest legal developments across various fields. He noted that the program addresses double taxation, the powers of legislative and executive authorities in imposing taxes, and practical applications related to the protection of public freedoms, particularly within the French legal system.

For her part, Deputy Undersecretary Huda Al-Sawan said the program includes contemporary legal lectures that tackle key practical challenges in legal and administrative work. She described the initiative as an extension of fruitful institutional cooperation aimed at strengthening comparative legal dialogue and building a sustainable knowledge partnership.

Al-Sawan added that, as part of its commitment to spreading legal culture and exchanging expertise, the department invited representatives from the Supreme Judicial Council, the Kuwait Institute for Judicial and Legal Studies, and a group of academics from Kuwait University and other universities to enhance institutional dialogue and knowledge integration among national legal bodies.

Meanwhile, Adviser Jean-Luc Matt of the French State Council said his participation will focus on how state authorities manage taxation, including the distribution of tax powers among countries and the exercise of authority under international tax agreements. He also highlighted France’s experience in balancing state powers with citizens’ rights and public freedoms to ensure the proper application of the law.

The training program reflects Kuwait’s ongoing efforts to strengthen legal and administrative capacities and expand international cooperation in the legal field.
