Kuwait Adds 8 Lebanese Hospitals to Sanctions List Over Terrorism Links

KUWAIT CITY, Feb 8: The committee responsible for implementing United Nations Security Council resolutions under Chapter VII, aimed at combating terrorism and preventing the spread of weapons of mass destruction, has added eight Lebanese hospitals to Kuwait’s national sanctions list, which already includes companies and financial institutions.

The committee, acting either on its own initiative or at the request of competent local or foreign authorities, may list any person or entity reasonably suspected of committing, attempting, or facilitating acts of terrorism.

The hospitals now listed are:

  • Sheikh Ragheb Harb University Hospital, Nabatieh
  • Salah Ghandour Hospital, Bint Jbeil
  • Al Amal Hospital, Baalbek
  • Saint George Hospital, Hadath
  • Dar Al Hikma Hospital, Baalbek
  • Al Batoul Hospital, Hermel, Bekaa
  • Al Shifa Hospital, Khaldeh
  • Al Rasoul Al Aazam Hospital, Airport Road, Beirut

The committee has instructed that the decision be implemented without delay, in accordance with Articles 21, 22, and 23 of its executive regulations.

  • Article 21 requires that any funds and economic resources owned or controlled, directly or indirectly, by listed persons or entities must be immediately frozen.
  • Article 22 extends this freeze to funds derived from or resulting from the listed assets.
  • Article 23 prohibits any person in Kuwait or any Kuwaiti citizen abroad from providing funds or financial services to listed persons or entities, directly or indirectly, except for accrual of interest on frozen accounts.
  • Article 24 mandates reporting of all freezing actions to the Special Committee within 24 hours, including details on the nature and amount of frozen funds and any attempts to access them. The Special Committee will coordinate with supervisory authorities to verify compliance.

The committee’s move underscores Kuwait’s commitment to enforcing international sanctions and combating terrorism financing, while ensuring all financial transactions comply with Security Council mandates.
