This decision is based on Ministerial Resolution No. 176/2025 on the Executive Regulations of the Committee for the Implementation of Security Council Resolutions issued under Chapter VII on combating terrorism and preventing the proliferation of weapons of mass destruction.
The ministry emphasized the need to take the necessary steps to implement the inclusion decision as stipulated in articles 21, 22 and 23 of the executive regulations.
Article 21 stipulates freezing funds and economic resources wholly or partially owned or controlled, directly or indirectly, by the aforementioned individuals without prior notification.
Article 22 states that the obligation to freeze, as per Article 21, covers all funds and economic resources derived from or resulting from the aforementioned funds.
Article 23 states that it is prohibited for any person within the borders of the country or any Kuwaiti citizen outside the country to provide or make available funds or economic resources to a listed person or to provide financial or related services for the benefit of a listed person, whether directly or indirectly, wholly or partially, or through an entity that is owned or controlled directly or indirectly by or operates at the direction of a listed person.
Meanwhile, the Kingdom of Bahrain on Saturday expressed its “vehement condemnation” of a subversive terrorist plot aimed at destabilizing the security and sovereign integrity of the State of Kuwait, orchestrated and financed by illicit entities. In an official communiqué, the Bahraini Ministry of Foreign Affairs lauded the “professionalism and high-level vigilance” exhibited by the Kuwaiti security apparatus in pre-emptively thwarting the criminal scheme and identifying those implicated in the dismantled cell.
The Bahraini Foreign Ministry concluded by extending its wishes for the continued security, prosperity, and peace of the State of Kuwait and its citizens.
Separately, UAE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Abdullah bin Zayed Al Nahyan also denounced the terrorist plots seeking to undermine Kuwait’s stability and incite chaos. In remarks broadcast by the official Emirates News Agency (WAM), Sheikh Abdullah reaffirmed the UAE’s complete solidarity with Kuwait and its steadfast support for all actions taken to preserve the country’s sovereignty and safety. He praised the efficiency and vigilance of Kuwaiti security forces in exposing and thwarting the plot, reiterating the UAE’s categorical rejection of terrorism and extremism in all forms. The UAE foreign minister underscored the need to enhance regional and global cooperation to counter such threats, stressing that Kuwait’s security is an integral part of the UAE’s own, and pledging continued support to maintain the state’s stability and protect its citizens and achievements.
Meanwhile, Arab Parliament Speaker Mohammed Al-Yamahi issued a statement condemning the terrorist plot against Kuwait’s security and stability, commending the vigilance of its security forces for preventing the scheme. Al-Yamahi affirmed the Arab Parliament’s total solidarity with Kuwait and support for measures aimed at protecting its sovereignty and territorial integrity, while reiterating its absolute rejection of terrorism targeting Arab nations.
