The Municipal Council convenes during its 23rd regular session on Monday to discuss key development and regulatory proposals.
KUWAIT CITY, July 13: Deputy Chairman of the Municipal Council Khaled Al-Mutairi on Monday presided over the 23rd regular session of the council for the fourth term. During the session, the council approved several development and regulatory projects, such as the expansion of the Kuwait National Petroleum Company (KNPC) site in Subhan Industrial Area, a number of projects in the education, roads and urban planning sectors, and amendment of the regulations for classifying and licensing construction and demolition contractors. It also approved its 38-day summer recess, starting from Aug 2 and ending on Sept 10. Therefore, the regular session scheduled for July 27 will be the last before the council takes a break. It approved the request of KNPC to consolidate all previously allocated land in Subhan Industrial Area (Block 10) into a single site with the same designated uses.
It approved the expansion of the petroleum fuel depot by 11,630 square meters, increasing the total area of the site to more than 241,000 square meters. It emphasized the need to adhere to the technical opinion, coordinate with the State Property Department at the Ministry of Finance, and comply with the requirements of the Subcommittee for Public Utilities and Services before the implementation. The Kuwait Municipality is in charge of modifying or relocating the site within the approved area if it conflicts with infrastructure services or regulatory requirements. It approved the request of the English Education Group to change the use of plot number 461 in Block One in Sabah Al-Salem from an investment activity to a private kindergarten and primary school, in accordance with the technical regulations. It approved the request of the Ministry of Public Works to create a link between the interchange IC3 and Mutlaa City (Sector N1).
It approved the annexation and addition of a portion of state-owned land adjacent to plot number 81 in Sharq (Block One), and amended the distribution schedule for one of the plots within the development project in Block 45 in the former East Hawally and Block 11 in Salmiya. It approved the proposal of member Farah Al-Roumi to amend Article 14 of Administrative Decision No. 161/2009 on the classification and licensing of construction and demolition contractors in the Municipality. According to the proposed amendment, the contractor is obligated to submit a copy of the contract concluded with the owner to the Municipality before commencing work. The contract must include the project duration, type and phases of work, contract value and payment schedule. The amendment also stipulates that the contract must include a clause obligating the owner to fully pay the contractor, while the contractor is required to issue receipts as proof of payment.
