These candidates applied for the Junior Legal Researcher position, a role that serves as a pathway to the position of Public Prosecutor (Grade C). The minister was accompanied by the Kuwait University president, the undersecretary of the Ministry of Justice, and the head and members of the Judicial Admissions Committee during the inspection tour. Al-Sumait pointed out that His Highness the Amir Sheikh Meshal Al-Ahmad Al- Jaber Al-Sabah gives special attention to the judicial system, such that His Highness reviewed the new admissions mechanism for the Public Prosecution. He said the main innovation in this process is the administration of exams electronically, based on clear and standardized criteria.

He explained that the Kuwait Institute for Judicial and Legal Studies is responsible for preparing the exam questions, which are administered electronically at Kuwait University. He stated that applicants were informed about the results immediately—before leaving the exam venue—and the process was followed by personal interviews with the Judicial Admissions Committee. He added that 855 citizens from the 2024/2025 graduating class applied, and 632 of them met the eligibility requirements to take the exam. He emphasized that all the citizens stand on equal footing and that competence— demonstrated through objective results—is the deciding factor in the selection process. He indicated that the new mechanism was implemented for the first time, following the cancellation of the previous admission list in July 2025 and the rerunning of the selection process. The results revealed 55 percent difference between the names on the new list and the cancelled one. The new list included 73 names that did not appear on the previous list, while 59 individuals were accepted on both. Al-Sumait announced that the admission process will reopen in November for graduates of the 2025/2026 academic year.

This move aims to continue supplying the Public Prosecution with new national talent and to accelerate the Kuwaitization process, in compliance with the new Judiciary Organization Law No. 80/2026, which mandates maximum five-year timeframe to complete the Kuwaitization of the judiciary and the Public Prosecution. He confirmed that the ministry is proceeding along an institutional path to prepare and qualify a new generation of public prosecutors who will uphold justice and safeguard societal rights and the rule of law. He expressed his appreciation to Kuwait University—represented by its president and its academic, administrative and technical staff—for their cooperation and efforts in organizing the electronic examinations and providing the needed facilities to the exams efficiently and smoothly.
