Jawhar seeks detailed report about expat workers in MoCI

MP requests for copies of audited budgets of TEC

KUWAIT CITY, Aug 4: MP Hassan Jawhar has asked Minister of Commerce and Industry (MoCI) Abdullah Essa Al-Salman to submit a detailed report about the expatriate workers in his ministry. He said the report should include the number and qualifications of expatriate workers hired from fiscal 2015/ 2016 till date, specifying those holding a secondary certificate and lower. He also inquired about the legal studies on the impact of the intention of the Public Authority for Manpower (PAM) to stop the renewal of work permits for expatriates above 60 years old who are holding a secondary certificate or lower unless they pay KD2,000. He wants to know if there are alternatives to compensate for the possible departure of a large number of expatriates above 60 years old in the technical profession; why highly qualified expatriates are exempted from the decision even if Kuwaiti graduates need jobs which require highly qualified employees; and number of expatriate workers who entered Kuwait in 2016, 2017, 2018 and 2019 specifying those who are still working in the same institutions and those working in other institutions. He requested for a copy of the statistical report on the complaints filed by expatriate workers against their sponsors because of problems related to visa transfer. He asked about the number of those whose visas were transferred to other companies and those without valid visas.

He also demanded for the list of small and medium enterprises (SMEs) established from 2016 to 2019 with their classification according to their economic activities. He wants to know the mechanism for estimating the number of needed workers; measures taken against enterprises that violated the regulations; number of expatriates who were brought to Kuwait to work in SMEs — some of which have been closed but their expatriate workers are still in the country despite the expiration of their visas; number of expatriates working in the farming, grazing and fishing fields who arrived in the country from 2016 to 2019; reasons for allowing them to transfer their visas to other businesses; number of those who transferred their visas; and steps that PAM has taken to correct the demographic imbalance. He then demanded for a copy of studies adopted in order to accomplish this goal.

Meanwhile, MP Ali Al-Qattan forwarded queries to Minister of Finance and Minister of State for Economic and Investment Affairs Khalifa Hamada about Touristic Enterprises Company (TEC). He requested for copies of the audited budgets of TEC in the last five years; including the profits, losses and capital. He wants to know the names and qualifi- cations of the members of the Board of Directors and chief executive officer (CEO) at TEC, their work experiences before occupying these positions, and their tenure. He asked for a copy of the organizational structure of the company. He inquired about the number of supervisory, administrative and technical vacancies at present; negative consequences of such vacancies; and reasons for not filling up these vacancies until now. He demanded for a list of employees who were appointed from fiscal 2015/2016 till date including their qualifi- cations, nationalities and salaries.

He asked if TEC has a plan to develop touristic facilities. If yes, he requested for a copy of such plan. He also inquired if TEC laid down the plan or a consulting company did it. If the consulting company laid down the plan; he demanded for more details like the name of the company, a copy of the contract, reasons for choosing the company and reasons for rejecting the offers of other companies. He requested for a list of projects that TEC implemented in the last 10 years including the cost, profits and number of benificiaries of each project; facilities that TEC owns; which of these facilities are rented out to others; rental fees; rental periods and activities of the tenants. MP Bader Al-Humaidi forwarded queries to Minister of Foreign Affairs and Minister of State for Cabinet Affairs Ahmed Nasser Al-Muhammad about the fire incidents with a special nature in terms of size and location for fiscal 2020/2021.By Saeed Mahmoud Saleh Arab Times Staff
