Ibrahim Khaldoon Hilmi Captured With Turkey’s Help in Largest Medicare Fraud Case

WASHINGTON, Jun 23: A fugitive suspect accused of involvement in one of the largest Medicare fraud schemes in U.S. history has been apprehended overseas and returned to the United States to face charges, according to U.S. officials.

Ibrahim Khaldoon Hilmi is charged in connection with an alleged $3.7 billion scheme to defraud Medicare . Officials said he had been on the run since May 2025 before being detained abroad with the assistance of Turkish authorities.

Following a foreign transfer of custody, Hilmi was brought back to the United States to face legal proceedings.

U.S. officials credited the operation to the work of FBI Miami , the Justice Department , and partners in Turkey . They also thanked U.S. Ambassador Tom Barrack for his role in helping secure Hilmi’s return.

Officials described the arrest as a major step in the federal government’s campaign against large-scale fraud targeting American taxpayers.

The allegations against Hilmi have not yet been proven in court, and he is presumed innocent unless and until convicted.
