Huge financial irregularities in Ministry of Health cited

KUWAIT CITY, Dec 16: The joint report presented by the Financial Controllers Bureau and Technical Office of the parliamentary Budgets and Final Accounts Committee unveiled flagrant financial irregularities in the Ministry of Health – a violation of the Constitution, reports Al-Jarida daily.

The report disclosed the ministry committed 8,653 violations in more than 56,000 transactions in the current fiscal year.

The daily obtained a copy of the report which showed the actual expenditures for overseas medical services reached KD 124 million. With the knowledge and funding approval from its finance counterpart, the ministry exceeded the budget citing the financial obligations of offices outside the country.

The report said around KD 111 million went to health offices abroad – more than the estimated expenditure in the budget.

This increased the value of accumulated financial pledges in the ministry to more than KD1.5 billion and 80 percent of this amount was allocated for financing health offices within many fiscal years. The report added the ministry spent millions on overseas treatment without committing to controls on sending patients abroad
