Housing Authority In Kuwait Struggles With Deficit Amid Rising Costs

KUWAIT CITY, Sept 10: The Public Authority for Housing Welfare (PAHW) revealed that its expenses for fiscal 2024/2025 are 73 times its revenues. The newspaper obtained a copy of the authority’s provisional budget; in which the revenues for the fiscal year are estimated at KD 8.6 million, compared to expenses estimated at KD 635.4 million. It stated that the revenues will come from tender fees, bidding, and auctions amounting to KD1.032 million; while fines, penalties, and supervision costs are estimated at KD4.5 million -- an increase of about KD2.9 million compared to the previous fiscal year.

Despite the decrease in estimated expenses, the authority indicated that transfer payments and various expenses are estimated at KD595 million, while salary expenses amounted to KD 44.1 million. On the other hand, Minister of State for Municipal and Housing Affairs Abdullatif Al-Mishari recently inspected the departments at PAHW; during which he was briefed on the services provided by the Citizen Service Department including online services, in addition to the public awareness campaigns and communication efforts carried out by the Public Relations Department.

The minister issued a directive on increasing the volume of electronic services provided to citizens. He also praised the efforts exerted and the services offered in partnership with other government agencies that save the time and effort of clients. He listened to the views of some clients and called for accelerating the completion of some types of transactions through electronic linkage with other concerned government agencies. He looked into the mechanism for receiving allocation requests submitted through the Sahel application, in addition to the method of verifying the data sent and responding to the requests through the specialized team. He inspected the work of the Sahel team at the authority, particularly in solving technical problems and the difficulties that clients face in using electronic services.
