New circular mandates 3rd fingerprint attendance for medical support staff
Ministry of Health to implement a 'smart fingerprint' attendance system with mobile app integration.

KUWAIT CITY, Aug 29: The Ministry of Health recently issued a circular to the directors of health districts, hospitals, and health centers on the need to apply the third fingerprint attendance mechanism on the medical support staff.

The circular states that the abovementioned staff must register their fingerprint attendance during official working hours -- within 60 minutes two hours after the start of the official working hours with the commitment to register the fingerprint at the end of the working day. Based on the directives of the health minister, as well as Articles 80 and 81 of Medical and Medical Support Professions Law No. 70/ 2020; Circular No. 89/2024 stipulates that the medical support staff are obligated to prove their presence at the workplace during official working hours by registering their fingerprint within 60 minutes two hours after the start of the working day. This is following Civil Service Commission Resolution No. 6/2024 on adding Article 10bis to CSC Resolution No. 41/2006, which stipulates the rules and regulations regarding official working hours.

Meanwhile, Assistant Undersecretary for Engineering Affairs and Projects Ibrahim Al-Naham disclosed that the ministry’s vision to provide the best health services includes the development of health facilities to ensure the comfort and safety of citizens, and to make the health system more efficient.

Al-Nahham made the statement when he visited Abdulrahman and Walid Manahi Al-Asimi Cardiac Intensive Care Center near the Chest Diseases Hospital and Nasser Al-Saeed Pediatric Dental Center in Abdullah Al-Salem suburb. He was accompanied by the ministry’s specialized engineering teams.

He affirmed that the ministry focuses on improving the quality of health services and modernizing its facilities to keep pace with the latest international healthcare standards. He said these projects aim to improve the health services provided to citizens, stressing these facilities are considered an added value to the healthcare system in the country and significantly contribute to ongoing efforts to meet the citizens’ health needs in certain fields like cardiology and pediatric dental treatment.

He underscored the need to complete these projects within the specified period. He also thanked the engineering teams and employees for their efforts, while expressing appreciation for the unwavering support of Health Minister Dr. Ahmed Al-Awadhi and Undersecretary Dr. Abdulrahman Al- Mutairi who are closely monitoring the implementation of projects according to the highest standards to achieve the desired goals.

This is part of a series of inspection visits to look into the progress of construction projects supervised by the ministry and to ensure their completion as per the timetable. During the visit, Al-Mutairi reviewed the completion rates of the two centers; whereas the challenges that the engineering teams are facing and ways to overcome them were discussed to guarantee the completion of the projects according to the approved engineering and health standards.
