‘Harsher penalty to deter runners’

KUWAIT CITY, Dec 2: Several legal experts praised the comprehensive awareness campaign launched by the Public Prosecution and the Ministry of Interior ahead of the implementation of Decree- Law No. 159/2025 on combating drugs and psychotropic substances and regulating their use and trafficking. In this regard, Lawyer Inaam Haidar affirmed that the new law represents a huge leap in legislative policy against drugs, particularly in light of the rise in drug use and trafficking cases in recent years. She explained that the harsher penalties are intended to deter anyone attempting to threaten societal security or exploit youth, as well as provide users with the opportunity to recover through treatment and rehabilitation programs that consider human and familial dimensions. The law seeks to protect families from the devastation caused by drug use.

It highlights that early intervention, increased awareness, and access to appropriate treatment are essential in preventing users from becoming criminals or posing greater societal risks. Furthermore, Lawyer Abdulmohsen Al-Qattan stated that the new law provides the Public Prosecution with more powerful tools to act proactively and closes procedural loopholes previously exploited by drug traffickers. He stressed that distinguishing between drug users seeking treatment and dealers spreading narcotics is a cornerstone of reform in terms of strengthening justice and protecting youth.

Lawyer Al-Qattan emphasized that the precise application of the law will cut off sources of crime before they reach the streets. In addition, Lawyer Fadhel Al-Basman believes that the new law adopts a balanced approach between deterrence and treatment, reflecting a sophisticated legislative philosophy that takes into account the social factors behind drug use. He highlighted that the law goes beyond punishment, as it seeks to save drug users before their lives are lost, protect families from disintegration, and provide a comprehensive model for social reintegration. Lawyer Al-Basman emphasized that awareness campaigns are not merely complementary to the law but are an essential component of its success and a cornerstone of primary prevention.
