Gulf National Registers Children Under Wife’s Brother in Kuwaiti Files

KUWAIT CITY, Jan 9: Kuwaiti authorities have uncovered a highly complex nationality forgery case following intelligence received by First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef. Acting on the information, the First Deputy ordered that the matter be immediately referred to the Nationality Investigations Department, which launched an intensive inquiry that ultimately confirmed the accuracy of the tip-off.

The First Thread

Investigations initially focused on a Kuwaiti woman married to a Gulf national who had fraudulently registered her children under the citizenship file of her Kuwaiti brother and his wife. According to findings, she impersonated her brother’s wife at the time of each birth, using their civil identification cards to complete the registrations.

Preliminary investigations revealed that four fraudulent births were registered in a systematic and organized manner between 2003 and 2011.

Intensive Investigations

The Nationality Investigations Department reviewed the citizenship file of the Kuwaiti brother, examining the number of children registered under his name and verifying their residential addresses. Investigators discovered discrepancies: while some children were registered at the brother’s actual address, others were listed at a different location.

Further scrutiny revealed that the children registered at the alternative address were, in fact, residing with the Gulf national—who was believed to be the sister’s husband. Entry and exit records showed that these children traveled in and out of Kuwait with him and returned alongside him on multiple occasions.

Airport Cameras Tell the Story

Investigators uncovered evidence of a medical trip abroad taken by the Gulf national less than a year earlier. Through coordination with Airport Security, seating arrangements on the flight were reviewed, revealing that the children were seated next to the Gulf man.

Airport surveillance footage further confirmed the findings, clearly showing the children accompanying the Gulf national from the moment they entered the airport until they boarded the aircraft and took adjacent seats.

Strategic Pause and Arrest

After completing the investigation and confirming the validity of the information, the First Deputy was briefed on the findings. Although procedures were finalized, authorities deliberately and strategically froze the case pending the return of the Gulf national from his medical treatment abroad in order to secure his arrest.

A few days before the end of last year, upon his return to Kuwait, the Gulf national was apprehended immediately after leaving Kuwait International Airport and arriving at his residence. He was accompanied by two of his adult sons at the time of his arrest.

Confessions and a Shocking Revelation

When confronted with the photographic evidence and investigative findings, the Gulf national admitted that he was the biological father of the four children who had been falsely registered as the sons of his Kuwaiti wife’s brother.

However, the investigation took a dramatic turn when he made an unexpected confession: the man listed in Kuwait as his “relative” was, in fact, his biological brother in their Gulf country of origin—holding a different name and a different nationality.

He further revealed that he had a third brother who, like the second, was also registered under a forged Kuwaiti identity. Both brothers were fraudulently included in the citizenship file of a Kuwaiti citizen, allowing them to obtain Kuwaiti nationality under false pretenses.

DNA Confirms the Truth

Based on these admissions, the Nationality Investigations Department took immediate legal action to verify the claims. The two Kuwaiti brothers, who reside abroad, were identified, and their children were summoned for DNA fingerprinting.

The conclusive scientific results confirmed that the Gulf national was the biological uncle of the children, proving beyond doubt that the three men were full brothers—contrary to the falsified Kuwaiti records that portrayed them as unrelated individuals.

In addition, the department obtained official documents from the Gulf state confirming that the three men share the same lineage and are officially registered as brothers in that country.

62 Individuals Affected

The repercussions of the case extend to 62 individuals. The first defendant—the alleged relative—has 28 sons and daughters registered under his citizenship file, including the four children of the Gulf national who were fraudulently recorded. The second defendant, who is the brother of the alleged relative, has 30 sons and daughters registered under his file as Kuwaiti citizens.

All three defendants’ files, along with those of their dependents, were referred to the Supreme Nationality Committee. After reviewing the evidence, the committee decided to revoke the Kuwaiti citizenship of the individuals involved and all those who obtained it through association with them.

Legal procedures are now underway to implement the decision in accordance with applicable laws and regulations.
