KUWAIT CITY, May 20: Director for Scholarship and Academic Leave at the Civil Service Commission (CSC) Narges Dashti has announced the resumption of the scholarship plan for government sector employees for fiscal 2021/2022 after it was suspended in the last fiscal year due to the corona crisis, reports Al-Qabas daily. Dashti told the daily about the important features of the plan, indicating the CSC contacted 26 government agencies covered by the budget of the Scholarship Office some months ago to determine their actual need for scholarships and academic leaves.

She confirmed that the CSC has approved the plan for these authorities, indicating the details regarding specializations will be announced in the coming days. She disclosed certain amendments to the plan were made in line with the Kuwaitization policy and to provide more national professionals specialized in different fields. She said one of the important features of this year’s plan is allowing all employees to pursue all specializations under the bachelor’s degree on the condition that they transfer to the Education Ministry after graduation to serve as teachers in public schools. This is aimed at covering the Ministry of Education’s need for teachers with various specializations in preparation for the implementation of the replacement policy.

She added the CSC has stopped scholarships for a number of specializations due to the surplus in the local labor market; such as some engineering specializations, administration and accounting. She also affirmed the acceptance of any entity’s requests for information technology and computer specializations in accordance with their actual need. She said the plan includes different specializations like nursing, human medicine, dentistry, medical technical and engineering courses to cover the labor market’s need for manpower specialized in computer engineering, communications, architecture, electronics and others. She added the CSC is now waiting for the Ministry of Finance to approve the budget for the plan. She revealed there are advantages for those wishing to pursue medical fields and nursing. She affirmed the scholarship to obtain bachelor’s degree and diploma in nursing within the national program to develop the Kuwaiti nursing staff is excluded from the conditions applied to others and their salaries are paid in full along with the incentives and allowances. On the scholarships for master’s and doctorate degrees, she disclosed there are no specializations specified for the government agencies this year.

She added those wishing to complete their postgraduate studies must meet the following conditions: completion of requirements stated in the scholarship list, the qualification must be an extension of the previous qualification, and the specialization should match the employee’s nature of work and destination. She said entities which usually get scholarship slots for completion of master’s and doctorate degrees are the ministries of Public Works, Awqaf, Social Affairs and Education. She added the medical and nursing specializations were exempted from the suspension of scholarships in fiscal 2020/2021. She disclosed that 180 employees were sent to study medicine and 77 employees were sent to study nursing last year. She went on to say that the number of current and continuing service bureau delegates reached 4,000 and about half of them are studying in the country and the other half abroad. She stated most of the delegates sent to study medical specializations abroad are in Britain, Canada and United States of America; while other delegates pursuing various specializations are in Egypt, Jordan, Bahrain and other countries. She explained there are amendments to the list of scholarships, which are in the final stages and will be announced soon. She affirmed these amendments are in the interest of both the students and the local labor market.
