Follow rules, charities told

KUWAIT CITY, Feb 24: The Ministry of Social Affairs has stressed the need for charitable organizations to strictly comply with the regulations of the Ministry of Foreign Affairs in signing cooperation agreements with international entities. This is stated in a letter that the ministry, represented by the Department of Charitable Societies and Foundations, sent to the heads of the boards of directors of charitable organizations regarding the mechanism for signing cooperation agreements with international entities.

It emphasized the need to limit future agreements to United Nations organizations or foreign entities accredited by the electronic humanitarian action system. It added that the necessary measures will be taken to suspend the operations of any non-compliant entity abroad.

The Ministry of Foreign Affairs earlier indicated that a number of Kuwaiti charitable organizations expressed the desire to sign cooperation agreements with international organizations that are not affiliated with the United Nations. It clarified that foreign agreements must be conducted only through these channels -- United Nations organizations and foreign entities accredited by the Ministry of Foreign Affairs within the approved electronic framework for humanitarian action.

It pointed out that if the United Nations organizations need to use foreign entities to implement their projects abroad, such entities must be listed in the approved system, and this must be stated in the clauses of the agreements. If these restrictions are not followed, the necessary measures will be taken, such as suspending the violating entity’s operations abroad. The Ministry of Foreign Affairs, as stated in the letter, affirmed the continuation of the implementation of the Cabinet decision issued on Oct 6, 2001, regarding oversight of Kuwaiti humanitarian and charitable work outside the country.
