Expats in Kuwait can now file ‘health grievances’

KUWAIT CITY, Jan 4: Minister of Health Dr. Ahmed Al- Awadhi issued several decisions, such as the formation of a committee tasked to resolve disputes related to the application of Law No. 1/1999 regarding foreign residents and visitors.

The assistant undersecretary for technical affairs chairs the committee, while members include the directors of the Health Insurance and Guarantee Department, Legal Affairs Department and Financial Accounting Department, a representative of the Insurance Regulation Unit, and a doctor representing the Medical Association. Al-Awadhi instructed the undersecretary of the ministry to assign employees of the Health Insurance and Guarantee Department, nominated by the department director, to receive complaints.

These employees must register the complaint with a serial number, refer it to the committee, provide the complainant with confirmation of registration, coordinate with the committee to schedule the first hearing and notify the opposing parties within two weeks of the registration. He also authorized the submission of complaints electronically. If the complaint is against the ministry, the Health Insurance and Guarantee Department will notify the Legal Department about it.

The director of the Legal Department will then assign one of his employees to represent the ministry before the committee, ensuring that a statement is submitted including the name of the person against whom the complaint is filed, his address, telephone number, email address, a detailed account of the complaint and its grounds, complainant’s requests and supporting documents. In addition, Al-Awadhi set the prices of five nutritional supplements -- ranging from KD2.500 to KD6.300, and 111 medications and pharmaceutical preparations -- ranging from 500 fils to KD9.378. He also issued Ministerial Decision No. 373/2025 on the adoption of the Document of Principles and Ethical Conduct for employees in the public and private health sectors.

The decision mandates the directors general, hospital directors, department heads, and the Quality and Accreditation Department to monitor compliance with the document and immediately submit a report in case of violation. The document aims to guide and support medical professionals, allied health professionals, students, trainees, and owners and managers of health facilities on various areas of practice, professional development, and sound decision-making. It helps create a safe and healthy work environment built on the principles of integrity, ethics, respect and professionalism. It promotes the concept of patient-centered healthcare, aiming for excellence in healthcare with the highest quality and safety standards. It will be updated as needed.
