Expat Teachers Struggle with Delayed Exit Permits in Kuwait

KUWAIT CITY, June 19: A large number of expatriate teachers in various educational districts are racing against time to complete the procedures for updating their data and obtain approval for their exit requests from the administrative affairs departments. This is a step towards obtaining the required travel permission to leave the country during the summer vacation.

Despite the efforts exerted by the educational district administrations, the slow pace of data entry, review and approval of leave requests in some districts remains an obstacle for teachers, especially since many of them have booked their travel tickets in advance, while others are still waiting for their transactions to be completed before making the booking to avoid losses or travel delays.

A number of teachers told the newspaper that there is a noticeable disparity in the speed of completing transactions between educational districts. In some districts, procedures are completed smoothly and in record time, while in others, they face severe pressure due to overcrowding or staff shortages, leading to delays in the approval of leave requests or they do not appear in the system promptly.

They pointed out that some applications remained pending for days without final approval, although all requirements had been fulfilled. This puts teachers under increasing psychological pressure as travel dates approach. They emphasized that matters have become more complicated than before, despite the electronic system. “Teachers register through Sahel, then take a letter to update their data and head to the educational district, only to find themselves in a queue as the travel date approaches and everyone is eager to complete travel procedures,” they added.

Meanwhile, a number of teachers and principals called for accelerating the administrative workflow in educational districts, providing the necessary technical and human support to reduce congestion in educational districts, and fully activating electronic systems without the need for time-consuming paperwork. They called for prioritizing completed applications, especially for teachers who have completed their teaching duties and school commitments. They emphasized that the critical time requires flexibility and cooperation between administrations and teachers to ensure that transactions are completed before the start of the official holiday.

Moreover, educational sources confirmed that the relevant authorities in the ministry are required to follow up on this issue and monitor the progress of work in educational districts to ensure smooth procedures. They added that some districts have extended the working hours or allocated additional administrative teams to process as many applications as possible this week, out of concern for teachers’ interests. They urged teachers to follow up on their transactions as quickly as possible and to communicate with the schools or educational districts to avoid unintended delays.
