Expat Judicial Positions Near End as Kuwaitization of Judiciary Reaches 87%, Full Nationalization Set for 2030

KUWAIT CITY, July 26: Minister of Justice Counselor Nasser Al-Sumait announced the completion of the second phase of Kuwait’s plan to replace and empower national cadres within the judicial authority, in line with directives from His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah to enhance reliance on Kuwaiti competencies.

Speaking to the Kuwait News Agency (KUNA), Al-Sumait said ministerial decisions have been issued to end the secondment of 82 members of the judiciary as part of the second phase of the replacement plan.

The move will raise the percentage of Kuwaiti judges and judicial members to 87 percent of the total judicial authority by September 30, 2026, according to the approved implementation schedule.

Al-Sumait said two additional phases remain before the completion of the full Kuwaitization plan, with the judiciary expected to reach 100 percent Kuwaitization by October 1, 2030.

He stressed that the phased replacement strategy aims to strengthen dependence on national expertise and support the continued development of Kuwait’s judicial system.

The Justice Minister also expressed appreciation to Egyptian members of the judiciary who served in Kuwait over the years, praising their efforts and contributions to upholding justice in the country and wishing them continued success.
